In a statement at the National Defense University, Sullivan pointed out that China is developing a technological ecosystem that bears numerous risks. According to Sullivan, this system lacks safeguards for sensitive data, could enable mass surveillance and censorship, and has the potential to spread misinformation. These factors could leave countries vulnerable to coercion.

Sullivan also stated that the US is responding to these challenges. A new US directive on artificial intelligence has been introduced to address these concerns. The directive is designed to offer alternatives to emerging economies and other global partners, presenting solutions that differ from the technological path pursued by China.
