In addition, people familiar with the internal deliberations said the Biden administration was finalizing an executive order that would regulate and potentially halt some U.S. investments in China, and officials were aiming to have it ready by late July. The Treasury secretary will be the second U.S. Cabinet official to travel to Beijing since relations between the world’s two largest economies soured earlier this year. Secretary of State Antony Blinken met with his counterpart. U.S. and Chinese officials described Blinken’s visit as productive and said the two sides held cordial talks on a range of issues.
