The Biden administration allowed Chevron Corp. to make payments worth hundreds of millions of dollars to the Venezuelan government, despite a license that clearly prohibits such transactions, according to a report by Bloomberg based on sources close to the matter.

An amendment added to the sanctions waiver in November 2022 enabled Chevron to make tax and oil royalty payments to President Nicolás Maduro's regime while remaining compliant with U.S. laws. Sources wishing to remain anonymous shared this information. Initially, the Treasury Department's Office of Foreign Assets Control granted Chevron permission to conduct limited operations in Venezuela under this waiver, but this arrangement was terminated by the Trump administration. As a result, the Texas-based oil giant is now required to halt its operations in Venezuela.
